Clean Harbors’ Enhanced Emergency Operations Center Focuses Resources/Technologies on Emergency Response

NORWELL, MASSACHUSETTS – Clean Harbors, North America’s leading provider of environmental, energy and industrial services, has established an international Emergency Operations Center (EOC) to handle all types of environmental and industrial incidents. Located here, the EOC brings all of Clean Harbors’ operational, technological, and professional expertise together to deliver a higher level of service in response to emergencies at fixed facilities and remote locations, as well as for responses to transportation incidents and other on-demand situations, either on land or on water.

The EOC supports customers of all Clean Harbors business units and subsidiaries, including Safety-Kleen. Its design reflects the insights that Clean Harbors has developed over the years by responding to many of the largest industrial emergencies in North America. The EOC focuses the latest technologies to help companies quickly, safely and environmentally respond to, clean up, report on and analyze industrial accidents in accordance with regulatory requirements.

The EOC offers immediate access to the full resources of Clean Harbors, including Occupational Safety and Health Administration (OSHA) trained onsite service technicians, technical experts and health and safety professionals who are dedicated to handling environmental emergencies and disasters. The staff is backed by Clean Harbors’ 55 field service, 55 transfer and disposal, and 75 industrial service locations, as well as an extensive portfolio of independent pre-qualified emergency response subcontractors.

24/7 Staffing – Comprehensive Response Management

The EOC is staffed 24/7 by duty operators who are supported with technology resources that expedite the dispatch, management and reporting of all incidents. The EOC operator immediately becomes the coordinator that is assigned to the incident to dispatch resources and support onsite personnel. The advanced response systems include computerized phone networks, a GPS tracking program for equipment and vehicles, advanced mapping software, and an internal dispatch program that allows operators to readily determine the resources that are available for immediate response.

In addition to major spills and disasters, the EOC supports routine emergency calls, non-spill events such as environmental field requests and industrial projects, lab pack responses, and emergency and non-emergency waste calls.

Customized Response Protocols

The single-source EOC enables Clean Harbors duty operators to immediately call up a customer’s specific corporate emergency response specifications in order to tailor the response accordingly. All responses and reports are designed to fit the customer’s protocols. The Clean Harbors approach allows the customer to review all of the incident communications, including voice recordings of phone calls. This is especially helpful for emergency response management for large, multi-location and transportation customers where any number of dispatchers could contact Clean Harbors in the event of an incident. Comprehensive reporting is also helpful when compiling regulatory reports and postmortem reviews.

To fully realize the benefits of the EOC, clients execute a Standby Emergency Response Agreement with Clean Harbors that establishes terms and conditions before a response is ever needed. This also provides the client an opportunity to provide information about their onsite and transportation hazards so that a response plan can be developed prior to any emergency event.
